FABC has been launched as a National Heritage Foundation under the auspices of the Philanthropic Development Officer (PDO) for NHF, Robert Chew, of Robert Chew Consulting and ABC4All Co-Founder/Vice President of Business Development, P.O. Box 5423, Richmond, CA 94805, 510-232-7277, Fax 208-975-5305. As PDO, Robert Chew brings to ABC4All the capability of being able to set up and supervise -- foundations at NHF -- with the advantage that such foundations acquire full nonprofit status under NHF in approximately one business week, with all administrative work of the foundation handled by NHF, with the foundation's nonprofit status attained under NHF.

The National Heritage Foundation, Inc. is a 501(c )(3) public charity founded in 1968. It has grown to be one of the largest charities in the U. S. The NHF sets up and administers for individuals, corporations and communities --foundations at NHF-- as a part of its legal structure, similar to an account at a bank. These “foundations at NHF” can either make --donor advised gifts-- to named charities, or can actually conduct supervised charitable operations. NHF sees these --foundations at NHF-- as a project by project approach to the restoration of our national heritage of people to people action. The broad goal of NHF is to strengthen the private philanthropic sector, thus lessening the tax-burdens of government. Why a National Heritage Foundation?

The Foundation of A Better Community For All (FABC), a National Heritage Foundation was established in the September 2004 as a foundation so that all donations could immediately be considered tax deductible.

The Foundation of A Better Community For All (FABC) operates as a sub foundation of the National Heritage Foundation (NHF). Becoming a sub foundation under the National Heritage Foundation umbrella gave us a number of immediate benefits and allowed us more time to fulfill our mission, --Maximizing Charitable Contributions on and off the InternetTM,  rather than the day-to-day details of starting a new foundation:

We became part of one of the largest foundations of its type in America, with a net worth (fund balance) of more than $50,000,000 and deferred Gift Pipeline of more than 1.2 billion dollars.
The NHF is one of the few Foundations of its type that publishes an annual independent audit.
The NHF maintains a $5,000,000 Malfeasance and Misfeasance insurance policy.
The NHF has a staff to help us with over 100 years of foundation experience - including on staff attorneys experienced in Charitable Tax Law, and on staff accountants and investment counselors.

In a few words, by becoming a sub-foundation of The National Heritage Foundation we were able to assure our contributors that their donations would be tax deductible and fully and strictly compliant with the Internal Revenue Code, and Federal and State Regulations.

All our letterheads and printed materials must clearly identify our relationship with NHF by including the words --A National Heritage Foundation--.

Anyone wishing to test the "bona fide" status of our organization may look for the National Heritage Foundation on the IRS Cumulative List Of Tax Exempt Organizations (Publication 78).

Publication 78, Cumulative List of Organizations described in Section 170(c) of the Internal Revenue Code of 1986, is a list of organizations eligible to receive tax-deductible charitable contributions.

Organization of Foundation
The Foundation of A Better Community For All (FABC) is a National Heritage Foundation. The purpose of the National Heritage Foundation (NHF) is to conduct project activities that in the opinion of the NHF Board of Directors tend to restore, maintain and extend our national heritage in the United States and the national heritage of cooperating countries throughout the world.

The National Heritage Foundation was established in 1968. (You can read about their history here.) NHF promotes people to people projects by setting up --Foundations at NHF-- in the area of charitable, educational, scientific or religious activities as described in Section 170 of the Internal Revenue Code as amended. By consolidating the administration of these charitable projects, NHF lowers costs to minimum levels.

This in turn helps the Foundation of A Better Community For All (FABC), a National Heritage Foundation in minimizing its administrative costs so more of each dollar goes directly to the foundation’s purpose.

One of the main focuses of the NHF is to ensure strict compliance with the Internal Revenue Code and Federal and State Regulations. NHF not only educates the Donor/Founder and those working with him or her in what they can or cannot do, but the NHF Board of Directors supervises every donation coming in and authorizes every disbursement going out. It field-audits and inspects Foundation activities from time to time. NHF will not conduct project activities that promote violence, atheism, or the promotion and use of illegal drugs, but within that framework will not discriminate on the basis of race, creed, color, gender or national origin.

A brief introduction into Ways to Give
There are many opportunities to support the Foundation of A Better Community For All (FABC), a National Heritage Foundation for potential tax advantages to the donor. Planned gifts provide deferred but irrevocable benefits to the next generation and educational programs. Additionally, please consider giving thru donating your valuable time. Often this form of philanthropy is overlooked, but greatly appreciated.

The Foundation of A Better Community For All (FABC), is a National Heritage Foundation, which is a 501(c)3 non-profit foundation. Additional information about the role and benefits they offer to small and newly founded foundations can be accessed through their website at http://www.nhf.org/ or at 1-800-986-4483. All donations and gifts are monitored by their highly respectable staff and officers. The National Heritage Foundation takes a small administrative fee for each gift (2.5%), which includes various services and keeping all records organized per IRS regulations for the 501(c)3 non-profit certification.

Because of our relationship with the NHF you can be assured that over 95% of each dollar that you or a friend give will go directly to the programs including those listed as "Current Projects." 

Gifts of Cash
Gifts of cash are deductible up to 50%. Any excess deductions for the year can generally be carried forward and deducted over as many as five subsequent years. Gifts of Securities
If you own securities, particularly traded stock, it is often more advantageous to contribute the stock than cash. A gift of appreciated stock generally offers a two-fold tax saving. First, you avoid paying capital gain tax on any increase in the value of the stock. Secondly, you receive an income tax deduction for the full market value of the stock at the time of the gift. For instance, if you purchased stock several years ago for only $1,000, and it is now worth $10,000, an outright gift of the stock to the Foundation of A Better Community For All (FABC), a National Heritage Foundation would result in a charitable contribution of $10,000 and there would be no tax on the $9,000 appreciated value. Consult your tax professional for advice.

Gifts of Real Estate
A residence, vacation home, farm, acreage, or vacant lot may have so appreciated in value through the years that its sale would mean a sizeable capital gains tax. By making a gift of this property instead, you would avoid the capital gains tax, and receive a charitable deduction for the full fair market value of the property. Consult your tax professional for advice.

Gifts of Life Insurance
A gift of life insurance can result in a charitable deduction for the donor. You could purchase and donate a new policy or donate a policy you currently own but no longer need. To qualify for a deduction, the Foundation of A Better Community For All (FABC), a National Heritage Foundation is designated as both owner and beneficiary of the policy through the National Heritage Foundation. Consult your tax professional for advice.

Planned Gifts

Charitable Remainder Trust
Suitable for planning for significant assets, remainder trusts offer a variety options to satisfy the objectives of the owner. The trust which is irrevocable, qualifies the trust or for an income tax deduction. It then normally pays income to a designated beneficiary for life or a specified period of time at the conclusion of which, the corpus distributes to the Foundation of A Better Community For All (FABC), a National Heritage Foundation. Consult your tax professional for advice.

Pooled Income Fund
Available for gifts of cash or taxable securities in amounts starting at $10,000. The donor receives an income tax deduction while avoiding tax on any gain that may be in the gifted assets. The donor or other designated income beneficiaries receive income for life with the corpus of the gift ultimately distributing to the Foundation of A Better Community For All (FABC), a National Heritage Foundation. Consult your tax
professional for advice.

Bequest by Will or Living Trust
Whether for an entire estate or any portion thereof, a fixed amount or a percent of total assets, distribution to the Foundation of A Better Community For All (FABC), a National Heritage Foundation can be directed by terms of a will or a living trust. Such distribution may well reduce estate tax liability. Consult your tax professional for advice.

Reserved Life Estate
By contributing your home or vacation home to the Foundation of A Better Community For All (FABC), a National Heritage Foundation now, while reserving the exclusive right to its use for the rest of your life, you qualify for a current income deduction based on the value of the property, your age and other factors. Also, the property would not be subject to estate tax at the time of death. Consult your tax professional for advice.

Example: You own a vacation home which you would like to continue to use. Its fair market value is $100,000. By contributing the property now to the Foundation of A Better Community For All (FABC), a National Heritage Foundation, while retaining a life estate, you would receive a current income tax contribution on the order of $25,000. (The precise amount would be calculated on the basis of your age, the useful life of the house and other factors.)
