Over the past ITRC in collaboration with Directorate of Vocational and skill development training department of Nepal Government have been working as a training provider organization to transfer knowledge and skill in the area of information and Communication technology particularly to the poor and marginalized group of people from the remote areas .
Recently ITRC has develop a 3 year project proposal titled as infrastructure development on Communication technology. the aim of this project is to
the above project is particularly focused for the community information center has been established keeping in mid that Attariya Dhangadhi is the centre for the targeted districts Darchula, Baitadi, dadeldhura, kailali, doti, kanchanpur, achham, bajhang and bajura. District in which capacity building
of the NGO, local organization ,CBOs and clube will be emphasized to sustain the technologies in an instional manner . Please find the proposal which is attached.

Description of project
Along with the development of human civilization in this twenty first century, the explosive development stage has been occupied by the development of information and communication technology. The world human brain has been the computer itself. As it has carried unexpected change in human life towards development, no one is far from this technology. The information center is the library, E-library and documentation section in today’s scientific technology. It has been equally necessary for students, teachers, scientists, researchers, planners, politicians as well as social workers. At present, it is necessary to set up libraries and information centers with modern technology we have to prepare well trained human resources in the field of information and technology to promote information centers and libraries through international and national networks, internet, email including all modern means and media. Library information centre is especially important for the higher studies. The library is considered as heart of the higher studies. It is equally important to the all level studies including non formal sector. Different organizations ( gos/ngos) are now engaged for the delivery of information through seminars, workshops, talk programs, research, counseling service using modern technology according to the demand of social institutions. They have used the media as library, text books, computer, projector, etc. There is rapid change and development of information communication and technology in urban areas.
Nepal has been politically divided in to five development regions, 14 zones, and 75 districts. Among the five development regions, far western development region is far behind in development. There are mainly nine districts which are out of access of development activities. Among them, two lies in Himalayan region and five lies in hill region.
Far western region is full of own civilization and culture including Himalayan, hill and terai region. Nepal is agricultural country. Almost all people depend on agricultural profession. According to the census1991ad, 81.9% people depend on the agriculture and 1.78% people depend on technical and professional occupation. It is clear from the above data that there is lack of access to the people of remote areas and they do not know about the importance of information, communication and technology.
The community information center has been established keeping in mind that attariya dhangadhi is the centre for the targeted districts darchula, baitadi, dadeldhura, kailali, doti, kanchanpur, achham, bajhang and bajura. It has aimed to launch its programs to the youth of rural areas. The information technology resource center has targeted to make people aware about modern technology in rural and remote areas through government, private, social , educational, national, international organizations by organizing talk programs, seminars, workshops and interactions so that the capacity of the youth from poor, lower economic level. It has thought to improve social status of the youth in the society.
Following are the main aims of the center:
The youth are the focal point for the leading role on development of information and technology and their creative use. It is necessary to make maximum participation of youth on the development of the nation. There is big digital gap between rich and poor and it has been too late to work in this area so that there will be social justice and prosperity in the society. The center has aimed to work in this area by the establishment of tele-centers to implement modern technology in social development. The main objective of the proposed project is to establish and develop infrastructure of information, communication and technology and to work out for their sustainability.

Project activities
(a) Social service and growth in public awareness
the rural information center will establish community information center in government and non governmental and private local educational sector in order to
increase the representation of dalits (downtrodden)tribals, youths, disabled (differently able ) backward and risk-oriented people as well women thus it aims at growing community awareness threw training, touts, meeting, conferences, interactions libraries public discussion cultural programs documentaries journal eassays and articales, publications,exhibitions, audio-visuals and differeent public awareness programs it also aims in development programs, awareness and emotional transformation and assist in devlopment programs, the rural information center will work towards providing information on different programs , and promoting intellectual ,human rights,and adminisrative reforms just and democratic rights,vocational skills, social and cultural aspects . Besiddes,it will provide the target communities with modern facilities and gadgets like library ,e-mail,internet ,phone,fax, computer printing photo copier,scanner,etc.More over it will arouse awareness amog other organizations, communities and individuals, to regarding operating programs on new technologies as their needs.
(B) Intellectual Awakening
* Education
a. Formal Education: the project will provide an opportunity to the teachers and students of educational sectors like campus, school, distant education, child organization, youth club, and institute, technical school for training, observation, and development of information technology. It will also take initiative to establish information center and libraries in every school and campus in order to equip them with educational materials, distant education, radio F M . education, and provide information about child development. this will be done along with developing .
b. non formal education : the project will publicize and use the materials related with information and communication technology that will support community- based adult women and child education visual & audio etc . it will also arouse awareness among the communities receiving non formal education through new technologies of information and communication and do other activities .
* Health
to arouse awareness among he poor and target communities about health in order to prevent different diseases through awareness programs , medicines and equipment necessary assistance, informative materials, journals arousing consciousness, exhibition of pictures and audiovisuals.
the project will initiate following activities in the concerned districts through individuals affiliated with the communities of 9 different districts included herein as regional information centers.
# Public information center in every V.D.C. , important place, libraries, school and campuses.
# public discussion , seminars , travels , audiovisual shows in local women community organizations.
# to hold public discussion, debate, and dialog among national and international governmental and non- governmental local organizations regarding social, economic, legal development and conduct programs like providing information about information and communication technology and its use and making it accessible to the target groups.
the information center will run and manage these programs on the basis of following issues .
* from a local committee.
* provide center's membership to different national and international governmental and non-governmental social and educational organizations benefiting from the it will submit recently issue program .
* from and mobilize proper policies and rules regarding free, paid, partially paid services provided to the target communities through different individuals and organizations.
* to open and operate a bank account through a management committee to mobilize and manage the fund collected through different programs mentioned above.
* the project will make the local committee able enough to hand over the programs within three years of its commencement, and run the programs in a sustainable way and extend them at other important places.
* the project will hold a discussion in the concerned municipalities and V.D.C. s to establish information centers, and hand over the project to skilled technicians who can run the programs in a sustainable way by forming committees in accordance with the center's legality and as per the needs of local youths and communities .
* the project will run its programs in the first years through the assistance sought from it; in the second years it will invest only 50% of total expenditures ; and in the final to third year it will invest only 25% of total expenses. the remaining expenses will be incurred through the incomes made by running programs on completion of the project, it will hand over the same to capable organizations.

System of supervising, monitoring and evaluating the work progress of project:
The project will adopt following strategies for monitoring and evaluation as per the program structure. It will conduct double participatory monitoring and evaluation.

Report: the project will share information about the programs to the concerned agencies in this regard, it will send reports and information to them as per need .
Interrogational involvement and coordination mechanism:
as per the need of the programs run in concerned V.D.C. s , municipalities and D.D.C.s, the project will seek participation of national and international governmental and non- governmental social, community and educational organizations for their capacity building and essential services to facilitate monitoring and evaluation . in addition, the first phase of the center's programs will be held in the district, later , the same will be extended as per community needs in coordination of the V.D.C.s, and D.D.C.s the information of this regard will be given to all concerned .

Sustainable fund management for the project:
* The project, at present, is being assisted by YIC Nepal .but since community organizations and trained and skilled people are more responsible and accountable for its sustainability, it will establish a community and organization fund and make a list of necessary materials . Besides, it will make policies and run programs in a sustainable manner though its found for developing services for the community organizations and people.
* on completion, the project will provide some fund to the board of directors for repair and maintenance by the consumers and providing information on technical know - how later , the board of directors can mobilize different organizations and donor agencies for their help, and run programs accordingly though a different bank account .
* the project can hold discussion , seminars , observation, travels through its fund for providing recreation and information on development of information and communication technology, education, health, livestock , agriculture, environment, tourism in every community of the districts . it is aimed at arousing awareness and will coordinate with the programmer of distant education , health ,business , enterprises etc. in V.D.C. s and D.D.C. s . it will also borrow loans from different local governmental and non- governmental social organizations, grants , and cooperatives to run programs.
* prior to handing over , the project will from a subcommittee to run programs. for this it will provide technical skill to the people of the target communities and build up their capacity, and later appoint the skilled manpower for running the center.
* the project will make necessary arrangements to mobilize the community assistance for the local organizations in order to run the project in a sustainable manner.
* the committee will organize a training on repair and maintenances and use of new technology to enhance the financial condition of the concerned organizations as well as disseminate information about its programs . This will increase the community people ' skill, provide them jobs, and make them self- reliant then the project will coordinate with different communities and widen its programs while taking initiatives to produce skilled manpower for different professions .
* The project will involve the target communities in savings and loan programs for economic soundness, and seek and their assistance and make them invest in income- generating activities. Thus it will seek the assistance of different organizations in making necessary community policies and manuals.

Conclusion
Owing to the development of information and technology, the traditional method of teaching and learning about library science needs great revamping. in this context , it is highly imperative that the library experts and the manpower involved in the information center were subjected to skill development and capacity building , the curricula were modified and libraries with modern technology were established . No academia will be complete without libraries equipped with latest technology that are managed and run in a scientific way. Ever since its establishment , information technology resource center has been arousing awareness on the basis of advanced information technology , and helping different target groups like dalits, tribals , women , disabled (differently able) , orphans victims of conflict, and youths, thus it is working in tandem with different organizations for awareness programs through social participation in rural community . Similarly, it is providing information and communication technology in academic institutions and dissemination information about its use and utility to general people and local organization in order to achieve their coveted goals and materialize the objectives of the present government for this, it seeks youth participation especially from the poor and backward sectors. thus it expects to arouse awareness regarding building and developing the prerequisites of physical and information and communication technology . Since the programs are becoming to the community needs and wants, the project is sure to achieve its expected goals as outlined in the preamble. Especially, the E-libraries libraries equipped with modern technology will bring revolutionary changed in the academic sector . the details of the project can be availed of on approval from helping organizations or on demand at any other time.
