Senior Budget Analyst – Programs, Planning & Evaluation

Position Summary:
The Program Office of the Endowment is seeking a Senior Budget Analyst to provide leadership and hands on support in all areas of Program budget planning, monitoring, forecasting, and integration of program budgetary processes and systems across all regional Program offices.
Specific duties will include:
- Develops and maintains Program Office processes and systems to insure accurate tracking of regional, country and functional goals of grant programs, including identification of all budget sources.
- Establishes an effective working relationship with the Finance Office and Grants Departments to insure efficient exchange of budgetary information.
- Supports the Vice President Programs, Planning, and Evaluation in preparing and presenting Program data to the President, Board of Directors, congressional and government oversight bodies, as well as responding directly to section and internal NED inquires.
- Develops and maintains status reporting processes to assist Regional Program Units with budget planning and budget management.
- Works with the Vice President to prepare budget projections, analysis and presentations.
Qualifications:
A Bachelor's degree in accounting, finance or other applicable discipline. A Masters degree is preferred. A minimum of five years applicable experience in grants administration or applicable financial experience. A working knowledge of MS Office. Foreign language skills are desirable.

Grants Administrator, Middle East & North Africa (MENA)

Specific duties of the Grants Administrator will include:
- Under the general supervision of the Manager, Grants Administration, provide cradle-to-grave management of assigned grants portfolio, including review of proposals, grant negotiation, award, compliance monitoring, administration and closeout.
- Participate in review of proposals to identify potential technical issues in new awards; ensure that any compliance issues arising under prior awards to renewal grantees are adequately addressed before a new grant is issued.
- Negotiate, draft and issue new grant awards and amendments as required over the life of assigned grants; prepare other correspondence as required.
- Ensure that grants awarded are in compliance with US Government or other donor regulations and/or other special requirements, if any.
- Review grantee financial and narrative reports to identify and resolve budget, compliance and/or other problems; in cooperation with NED's Internal Audit and/or appropriate program staff, investigate and resolve invoice reviews, audit and/or other issues as required.
- Promptly review and process grantee requests for payment.
- Obtain required closeout information from grantees and otherwise facilitate grant closeout process.
- Ensure that assigned fields of grants database are timely updated.
- Perform other duties as assigned.
Qualifications:
- Bachelor's degree in relevant field (business, international studies, or area studies relevant to assigned portfolio, etc.);
- At least three years of experience in non-profit grants/contracts operations;
- Familiarity with Federal grant regulations, international activities/issues relevant to NED's operation environment;
- Professional competency in language relevant to assigned grants portfolio is useful; Arabic language preferred

Program Officer for East Asia

Position Summary:
The Program Officer will work with the regional director to develop the Endowment's strategy for China and manage the China grants program, including monitoring and assessment of direct grants and NED core institute projects in the region.
Specific duties of the Program Officer will include:

Part-time Web Assistant

The Web Assistant will work under the supervision of the Web Project Administrator.

Assistant Program Officer for the Middle East and North Africa

Position Summary:
The National Endowment for Democracy is searching for an Assistant Program Officer for the Middle East and North Africa to be based in Washington, D.C.
The Assistant Program Officer will work with program staff to provide programmatic and administrative support to NED's Middle East & North Africa grants program, monitor program budgets, prepare reports and assist in the development of projects in the region.
Specific duties of the Program Assistant will include:

Audit Assistant

Position Summary:
The Audit Assistant works under the supervision of the Director of Auditing to assist auditors in securing grantee expenditure documentation for review, maintaining and updating logs of completed audit reviews, creating and maintaining files, and performing other administrative duties.
Specific duties will include:
- Download copies of pending grant proposals from the Gifts database and create audit logs by region.
- Download information from the Gifts database to create risk assessment worksheets, distribute them to Audit, Program and Grants and compile completed worksheets.
- Update audit logs when the first grant payment has been made.
- Send out introductory letters, and invoice and daily transaction ledger request letters.
- Update audit logs and Gifts whenever invoices or daily transaction ledgers are sent, received or completed.
- Run a report from Gifts of all grants which will expire within 60 days.
- Make copies, create new files and labels, file and pull documents, maintain the audit files and send files to storage.
- Perform other administrative duties as required.

Program Officer for Russia and Ukraine
Position Summary:
The Program Officer for Russia and Ukraine will report to the Senior Program Officer for Russia and Ukraine, working to develop and manage the NED's grants program in Russia and Ukraine.

Grant Systems Manager
Position Summary:
This position is responsible for the overall administration and maintenance of the Endowment's grants management database (MicroEdge GIFTS), combining the strategic planning and administration of GIFTS with training, outreach and communication with staff to expand usage of GIFTS and complementary systems. The Grant Systems Manager will develop an understanding of the Grants, Audit, and Programs functions at the Endowment and their roles in the grant cycle and work cooperatively with an interdepartmental team to translate business process needs into system solutions. Within the Grants Administration department, the Grant Systems Manager, develops and implements policies and procedures for ensuring the integrity of the data in GIFTS. As the Endowment's GIFTS expert and leading a team of power users, the position is primarily responsible for staff training, specialized reporting, technical assistance for staff,
and liaising with IT staff. The Grant Systems Manager works independently, exercising judgment and discretion with multiple staff levels.
Specific duties of the GIFTS Administrator will include:
- Continually explore new ways to make the grants management database a dynamic tool by reviewing, analyzing, and evaluating data management systems and user needs to provide recommendations and solutions to parallel overall organizational strategies.
- Develop strategies for streamlining process and workflow throughout the organization and participate in the planning and execution of future upgrades and technology enhancements.
- Educate all staff on system procedures; collaborate with professional development functions at NED to provide orientation and training for new staff and develop specialized training presentations and curriculum for staff on an ongoing basis.
- Manage the grants management database, including, but not limited to the following: users, groups, and permissions; codes; templates; batch utilities; upgrades; modules; and data integrity.
- Develop and maintain report models to help staff utilize and benefit from the information in the GIFTS database.
- Oversee the creation, design, and modification of standardized templates for use within the data system.
- Maintain and modify written procedures outlining data management practices.
- Serve as GIFTS resource and help desk.
- Collaborate with IT to resolve issues with GIFTS and other complementary systems.
- Liaise with the software vendor for product development and support in concert with IT.
- Remain informed on software updates, upgrades, and additional services.

2009 Research Associate Position
Summary: The Reagan-Fascell Democracy Fellows Program at the National Endowment for Democracy (NED) seeks a research associate to work closely with Reagan-Fascell Fellows in residence at NED's International Forum for Democratic Studies for the six-month period February 1–July 31, 2009.
Background : The Reagan-Fascell Democracy Fellows Program enables democracy activists, scholars, and journalists from around the world to deepen their understanding of democracy and enhance their ability to promote democratic change. Each year, the program hosts approximately 17 fellows from aspiring, emerging, and established democracies. In 2009, the Endowment anticipates hosting fellows from Algeria, Argentina, Chad, Egypt, India, Indonesia, Nigeria, Pakistan, Peru, Russia, Sudan, each of whom will pursue a project on democratization and human rights in his or her region of interest.
Responsibilities: As part of this dynamic program, research associates play an important role in ensuring a successful experience for each fellow. Each research associate is assigned to work with several fellows. Duties include:
- consulting with fellows on the shape and direction of their projects
- providing research, written, and editorial support on issues relating to the theory and practice of democracy
- facilitating outreach (identifying key experts around town with whom fellows may wish to meet, etc.)
- aiding in the preparation and follow-up for fellows' events and presentations
- assisting staff with administrative projects, including the annual competition, events, publications, and promotion
Eligibility: Candidatesshould be in possession of an M.A. degree (or a B.A. degree plus two years of work experience) in political science or a related field. Successful applicants will (1) have a keen interest in democracy and human rights; international development, the social sciences, or area studies; (2) possess excellent research and writing skills; and (3) demonstrate professionalism and strong interpersonal skills, including the ability to work well with individuals from diverse cultural backgrounds. Computer proficiency, especially in Microsoft Word, Outlook, and PowerPoint, is required. Knowledge of desktop publishing (PhotoShop, InDesign) is a plus.. Knowledge of one or more foreign languages is preferred. Applicants must possess legal authorization to work in the United States.
Duration of Consultancy: The program seeks to hire one research associate for 30–40 hours per week from February 1 through July 31, 2009. The research associate will be expected to commit to the entire duration of the six-month consultancy period. Orientation will be held in the last week of January 2009.

Position Summary:
NED seeks an intern to work with its East Asia team, specializing in Vietnam. The position is based in Washington, D.C. A commitment of 8-10 hours per week is the expected minimum; hours are negotiable.
The intern will provide analytical and administrative support to East Asia Programs section.
Specific duties of the Intern will include:
- Translate into English selected portions of Vietnamese-language websites, publications, press releases, and other material;
- Attend talks, events and meetings and prepare succinct notes for NED staff use;

Center for International Media Assistance Intern
The Center for International Media Assistance at the National Endowment for Democracy (NED) seeks an intern. intern. The NED is a private, bipartisan, nonprofit organization which strengthens democratic institutions around the world through nongovernmental efforts. The Center, a recently established NED initiative, focuses on strengthening the support of free and independent media worldwide. Among other activities, the Center supports an Advisory Council and working groups on media assistance issues, as well as drafting reports on topics relevant to media development.
The internship, which is unpaid, is open to current graduate and undergraduate students. The duties include researching international organizations and topics on media assistance, helping with Center correspondence and assisting with arranging meetings and events at the Center. Applicants must be proficient computer users and possess strong oral and written communication skills. Applicants should have an interest in journalism, communications, international relations, development and democracy work.
